Florida's Medicaid waiver can pay a relative as the caregiver — but it has a waiting list of tens of thousands and counts income and assets in ways that surprise people. VA Aid & Attendance pays a surviving spouse up to $1,558 a month. Families routinely miss both because nobody told them they qualified.
