Is there a free grant just for a new roof?
Not exactly one grant that says "free roof." But several Florida and federal programs pay for all or part of a roof, and one of them starts with a free inspection. Which ones fit you depends on your income, your age, whether you own and live in the home, and where in Florida you live.
My Safe Florida Home — start with the free inspection
My Safe Florida Home (Florida Department of Financial Services) offers a free wind-mitigation inspection for eligible single-family owner-occupied homes. After the inspection, eligible homeowners can apply for a matching grant to harden the roof, windows, doors and other openings against wind. Low-income homeowners and seniors get priority and higher matching amounts. Funding opens in rounds — check the current status before you count on it.
SHIP — your county's own repair program
Every Florida county runs a State Housing Initiatives Partnership (SHIP) program for owner-occupied homes. SHIP pays for rehabilitation and emergency repairs — a roof included — for low- and moderate-income owners. It's often a forgivable loan: the debt is forgiven if you stay in the home for a set number of years. Apply through your county housing office; SHIP usually has a waiting list.
Other routes if SHIP or My Safe Florida Home don't fit
- Weatherization Assistance Program (FloridaCommerce) — free energy and health-and-safety repairs for low-income households, with priority for seniors, people with disabilities and households with children. A roof tied to energy loss or a health hazard can qualify.
- USDA Section 504 Home Repair — in rural areas, owners 62 and older with very low income can get loans up to $40,000 at 1% interest, or grants up to $10,000, to remove health and safety hazards.
- Rebuild Florida (FloridaCommerce) — after a specific declared disaster, county-by-county housing repair help.
- VA Specially Adapted Housing / HISA grants — for eligible veterans with a service-connected disability.

Rules that apply almost everywhere
Most of these programs require:
- You own and live in the home as your primary residence.
- Property taxes and homeowners insurance are current, or you're willing to get insurance.
- Your household income is at or below a set percentage of the area median income — your county's SHIP office publishes the limit.
- Clear title to the home.
Apply before you sign with a contractor. Programs often cannot pay for work already done or already under contract. Use only licensed contractors, and check any program's own bidding or approved-contractor rules.
If your insurer is pushing you to replace a roof because of its age, Florida law limits an insurer's ability to refuse to renew a policy solely for roof age if the roof has at least 5 years of useful life left, according to an inspection (Fla.
