Florida's coverage gap — what it means for you
Florida has not expanded Medicaid. That means adults without dependent children generally do not qualify for Florida Medicaid no matter how low their income is, and parents qualify only at very low income. Because marketplace subsidies are generally built for people at or above 100% of the federal poverty level, some Florida adults below that line end up with no Medicaid and no subsidy at all — this is the "coverage gap." If you're in the gap, real options still exist: sliding-scale care at a federally qualified health center, hospital charity care programs, county health programs, and re-checking your eligibility if your income rises during the year.
Can you enroll today?
Outside the normal open enrollment window, a life event can open a 60-day special enrollment period — losing other coverage, moving, getting married, having a baby, adopting, or losing Medicaid/CHIP. Loss of Medicaid/CHIP has sometimes had extended windows, so confirm the current rule before you assume a deadline. Gaining income that moves you out of the coverage gap can also open enrollment under a low-income special enrollment rule. Kids, employer coverage, and immigration status
- Children: Florida KidCare offers low-cost coverage for children in working families whose income is above Medicaid limits, with income-based premiums. See Florida KidCare for current rules.
- Employer offer: if your employer offers insurance, whether you can still get a marketplace subsidy usually depends on an "affordability" test — comparing the employee's share of the lowest-cost self-only plan to a percentage of household income set for that year. A 2023 fix (sometimes called the "family glitch" fix) changed how this test applies to other family members. This is easy to get wrong — check with a free navigator.
- Immigration status: lawfully present immigrants can use the marketplace and may qualify for subsidies even below the usual 100% floor if they are not eligible for Medicaid. Undocumented adults cannot enroll in the marketplace themselves, but a U.S.-citizen child can still qualify for KidCare or Medicaid, and applying for the child does not affect the parents.
Getting your income estimate right
What counts is your household's projected annual income for the whole year, including cash income. If you underestimate, you may have to repay some of the tax credit at tax time. If you overestimate, you may leave money on the table by paying more than you needed to during the year.
